Why would Medi-Cal closed an account to no income family?

We was a low income family before, but now no income because i don't have a permanent job. And just given an under the table salary for extra jobs by private individuals. Why I am not qualified anymore, just because i don't have a pay slip that i can submit to Medi-Cal? My son suffer the most. Is this how California helped the poor. Make them poorer?
