Why could this teacher get away with taping a boy's mouth shut?

Yeah, I remember a teacher slamming a desk down on some kid when he was looking into it while he wasn't supposed to, I didn't feel too bad for him though since he hid her keys in the pencil sharpener and she cried. I think that people used to have a more trusting relationship that wasn't so sue crazy back then, and the view of an adult's action weren't questioned as much. Kind of like, "well, if she taped your mouth shut then you should've stopped talking in the first place." Now people don't want other people to discipline their kids, they get mad about it.
