Was Republican George W Bush mostly responsible for giving loans to people that couldn't afford them?

Most of it started with Carter around 1978 when he signed the Community Reinvestment Act, which put pressure on banks to give loans to low-income families. It has been changed through the years slowly giving more and more power (burden) to the banks.
