How Can I Volume My Hair, (Make It More Puffy)?

Ok So, I Wouldn't Say That Its Really Flat But I Would Like It More Puffy On My Top Layers And I Already Use A Volume Shampoo (Pantene Volume And Body Shampoo) And Iv Tryed Teasing But It Doesn't Really Work, My Hair Just Goes Frizzy And Then It Hurts To Brush It. Am I Teasing I Wrongly Or Something? Or Is It Just My Hair?? Ok, So Comment And Cya Later Guys!
